You're both right and that works great if you want to publish an entire project / or files open. Many times tho I have 5 files open but at that time I am just working on 2 (the main.fla and another section.fla). With a use case like that I would not want to wait for all 5 files to build just to preview the change I made in the 1 file. If working in the Flash IDE this is handy... Or if you have more than 2 fla files.
